The delivery of Ntel SIMs have to be logistically planned to forestall some ugly incidence that might erupt if everybody was allowed to rush and pick the SIM in order to be among the first 100,000 subscribers that will be benefiting from such offer.

So at this point too, you should expect to pay some little price before you can be a partaker in the offer, and I believe the waiting time is part of the price that Abuja and Lagos residence are currently paying.
