The game takes place in 1984, roughly two years before the event of Grand Theft Auto: Vice City. The brother of Lance Vance named Victor Vance also known as Vic is the main character of the game. Vic is a military soldier who always protects his family, his country and himself. Vic has two brothers Pete who suffers from asthma and lazy Lance Vance. Once day Master Sergent confronts him about a pack of marijuana which Martinez planted under his bed, and confronts him about a girl, who reveals herself as a prostitute. As a result, he got discharged from the Army and charged with high treason. Now from the street, he got a call from Phil, who gives him his old place to stay. Now Vic starts his business with Marty, who is Phil's brother-in-law.
